Joe B writes in his analysis of the document:

"…The Canadian Task Force was in direct contact with the US WTF, however it appears that all the contact info for the US WTF is completely redacted. This would indicate that the Canadian Government would more knowledge about the Grand Jury investigation into WikiLeaks, Wikileaks volunteers, and Julian Assange in particular. The first mention of the WTF in the files is back in November 27, 2010."

04:35 PM In a newly released cable it is reported that the Bulgarian subsidiary of Lukoil is a sponsor of the Socialist Party.

The one area where Russia's influence is likely to grow if the BSP takes power is in the economy. Most Bulgarian companies with Russian business ties are aligned with the BSP, especially in the energy sector. The Bulgarian subsidiary of LukOil -- which pays some 20 percent of all the taxes collected in Bulgaria -- is reportedly a BSP sponsor. Similarly, Risk Engineering, the leading Bulgarian firm in the nuclear power sector, is closely tied in with Russian business interests. Beyond this, there are a whole series of "Red businesses" whose owners became wealthy by stripping the assets of state-owned industries during the previous Socialist government, and who still owe a debt of gratitude to the BSP. the cable reads.

* A cable reveals how the United States was warned by Senator Heraclito Fortes, the Brazilian chairman of the Senate Foreign Relations and National Defense committee, against a collaboration between Iran, Russia, and Venezuela to promote ‘Anti-American’ ideology and make more arms available to radical populist governments in Latin America.

Venezuela’s interference and influence in the region, and a perceived closer relation between Iran, Venezuela, Bolivia and Ecuador were matters of concern.

Fortes told the Ambassador, poloff, and assistant army attache that he is "truly concerned" about Iranian and Venezuelan activities in the region, including financing "friendship organizations" between congresses and even potentially financing arms sales.

2011-06-28 The Prospect of a Greek Military Coup

The Greek government is prepared to vote on austerity measures on Wednesday, June 29. The vote will take place in the midst of a general strike launched by the unions to oppose cuts that would most impact minimum wage earners and Greeks who are struggling the most in the current economic conditions.

Talk has been circulating on whether a military coup might happen if austerity measures pass. In a message from an “Independent Movement of Military People” to the Minister of Defence Panagiotis Beglitis, the army chided him for making false promise and creating a wealthy network of strong patronage ties.

The message calls out the Minister for offending Military Honor, which is supposed to be a public good. It asserts that the Independent Movement will continue to fight for its rights and entitlements, which are owed to members of the Army, and families of deceased colleagues.

“We are thinking Greeks who gave an oath to uphold the Constitution and Laws” of Greece, the message declares. And, furthermore, it chastises the Minister for failing to deal with the Veterans’ associations and current and pressing issues facing Armed Forces officers properly.

A number of US State Embassy cables have been released by WikiLeaks in recent months. The Greek newspaper Ta Nea has been covering revelations in the cables.

One cable from June 2008 addresses the military-to-military relationship between Greece and the US by looking at “the Good, the Bad and the Necessary.” A section shows how the Greek military has depended on the patronage of the US:

2011-05-16 Cables Push Greenpeace to Urge Arctic Council to Place Moratorium on Industrial Exploitation

ImageBBC’s report on US State Embassy cables from WikiLeaks detailing the “hidden agenda” of northern Arctic states has led Greenpeace to call “on the Arctic Council to place an immediate moratorium on industrial exploitation within the area that has historically been covered by sea ice.”

Truls Gulowsen, Arctic campaign leader for Greenpeace Nordic, writes, “What the Arctic needs in this time of extreme external pressure is a protection against additional threats from dangerous shipping, oil exploitation, bottom-trawling, over-fishing and other destructive industrial practices.” Gulowsen also points out the “more immediate and more dangerous safety issue” is that moves into the “fragile Arctic to drill for oil” will create a threat of oil spills and likely impact the marine environment.

The Financial Times post on the cables highlights some of the noteworthy revelations in the cables:

  • In 2009, the US was told that the 2007 mission by the Russian explorer Chilingarov to place a Russian flag on the seabed beneath the North Pole was ordered by Putin’s party.
  • Russian Ambassador to Nato, Dmitry Rogozin, told a Russian TV station: “The 21st century will see a fight for resources, and Russia should not be defeated in this fight… Nato has sensed where the wind comes from. It comes from the North.”

Putin allegedly told Rasmussen that NATO no longer has a purpose and it was in Russias interest that NATO no longer exist. 2. 2011-03-19 Bulgarian "Criminal Radiation" Leaks from Unedited Wikileaks Cable

    Parvanov Toshev Bozhkov

From left to right: Bulgarian president Gueorgui Parvanov, Former editor in chief of the Trud daily newspaper Tosho Toshev, Vassil Bozhkov - a controversial businessman

In June 2003, the Bulgarian weekly Kapital published an article about the privatization of "Atomenergoremont" - the Bulgarian State-owned company, (the only one), maintaining the Kozloduy Nuclear Power Plant. Under the suggestive title "Criminal Radiation," it exposed the main competing candidates: Vasil Bozhkov Aka "The Scull" and Konstantin Dimitrov AKA "Samokovetza,” both known as controversial figures, suspected of criminal activities.

Just a few months later, Konstantin Dimitrov Samokovetza was shot dead in Amsterdam by a contract killer. As for Atomenergoremont, it was sold to the "Bulgarian Energy Company" owned by Hristo Kovachki, the next controversial businessman, who is currently on bail over accusations of tax evasion.

However, the Wikileaks unedited cable recently revealed that James Pardew, the American ambassador to Sofia at the time, wrote in 2005 that Vasil Bozhkov "is believed to control “Risk Engineering,” another key firm in the Bulgarian nuclear business. On the other hand, Ambassador Pardew also reported that Bozhkov is considered to be the ringleader of an organized crime group. "Bozhkov's illegal activities include money laundering, privatization fraud, intimidation, extortion and racketeering," the cable notes.

2011-03-07 100 Revelations to Mark 100 Days Since Cablegate Began

*Special thanks to C-Cyte for recording my tweets and posting them online in a post for people to view if they do not normally use Twitter.

One hundred days ago, WikiLeaks began to release the US State Embassy cables. The release event, which continues, became known as Cablegate.

A future post will include a look at Cablegate and what its impact on journalism, international diplomacy, and human rights has been and what its role has been in world events like the uprisings and revolutions the world that are currently unfolding. For now, it is worth recounting what has actually been revealed because of the release.

One common denominator can be found in a majority of the cables: corruption. For all the talk of this country and that country being corrupt and that country being so corrupt it's gone, the plain fact is that between all the countries of the world, perhaps as a result of American coercion and/or threat of force, the world is one corrupt planet.

WikiLeaks has managed to partner with 50 media outlets over the course of the past months. 5,287 of 251,287 cables have been released so far. This not only means there will likely be a 200th, 300th and 400th Day of Cablegate but also means there will be many more revelations to come in the next year.

2011-02-25 Russia and Spain: Organized crime, half-truths, and public secrets

Spanish Special Prosecutor for Corruption and Organized Crime Jose “Pepe” Grinda Gonzalez, in charge of the prosecution of Zahkar Kalashov, a "vor v zakone" (highest echelon in Russian Mafia or Eurasian mafia leadership), recently gave a detailed assessment of Spain’s operations against Russian Organized Crime (OC) in a closed door meeting with experts on the subject, where he explained he considers Belarus, Chechnya and Russia to be virtual “mafia states” and Ukraine a soon-to-be-one (10MADRID154).

Grinda also quoted a “thesis” by Alexander Litvinenko that he believes is accurate. Litvinenko, a former Russian intelligence official who worked on OC issues, died mysteriously in London from poisoning by radioactive polonium-210 in late 2006. He believed that “the Russian Security Service (FSB), the Foreign Intelligence Service (SVR), and its military intelligence (GRU) – control OC in Russia”.

The cable also mentions Grinda saying that “he believes the FSB is “absorbing” the Russian mafia but they can also “eliminate” them in two ways: by killing OC leaders who do not do what the security services want them to do or by putting them behind bars to eliminate them as a competitor for influence. The crimelords can also be put in jail for their own protection.”

2011-02-24 Rusia y España: Mafia, conexiones, verdades a medias y secretos públicos

2011-01-21 Julian Assange receives Russian visa

According to Russia Times, Julian Assange has been granted a Russian visa and plans to visit the country soon. With his next court hearing scheduled for February 7, Assange may be able to visit Russia in three weeks, but only if the Swedish extradition request is turned down by Britain.

No details of the agenda and schedule have been disclosed. However, by that time a Russia-based pro-WikiLeaks NGO currently being established is likely to get its official registration.

The Russian News Service quoted by Russia Times quotes Israel Shamir as its source for the article. Shamir is a highly controversial figure who was associated with Wikileaks in distributing the US State cables.

2011-01-03 US Dep't of State Internet Freedom Programs

The Bureau of Democracy, Human Rights, and Labor (DRL) and the Bureau of Near Eastern Affairs (NEA) are looking for organizations interested in submitting proposals for projects that support what the document terms 'internet freedom'. Specifically, they have US$30 million for

projects that will foster freedom of expression and the free flow of information on the Internet and other connection technologies in East Asia, including China and Burma; the Near East, including Iran; Southeast Asia; the South Caucasus; Eurasia, including Russia; Central Asia; Latin America, including Cuba and Venezuela; and Africa. Programming may support activities in Farsi, Chinese, Russian, Burmese, Spanish, Vietnamese, Arabic, French, and other languages spoken in acutely hostile Internet environments.

The State Department's previous attempts at promoting 'internet freedom' met with a lack of success, according to Foreign Policy because "By aligning themselves with Internet companies and organizations, Clinton's digital diplomats have convinced their enemies abroad that Internet freedom is another Trojan horse for American imperialism." The statement from the link above: "DRL and NEA support programs ... in countries and regions of the world that are geo-strategically important to the United States." may have helped convince their enemies. They will have the opportunity to disprove that idea when all of the following technology is turned in all other directions, as history shows it will be. Always assuming any of the new projects work better than, for instance, Haystack.

2010-12-23 Bloomberg: WikiLeaks Joins Forces With Lebedev's Moscow-Based Newspaper Novaya Gazeta

Bloomberg announced that Novaya Gazeta, the Moscow newspaper controlled by former Soviet leader Mikhail Gorbachev and billionaire Alexander Lebedev, will collaborate with Wikileaks to publish material specifically about Russia.

The weekly newspaper is known in an industry dominated by state-run companies for its critical reports of the Kremlin and investigative coverage of Russian affairs.

Novaya Gazeta received unlimited access to the WikiLeaks database, which has a “wide range” of materials, including documents about Politkovskaya’s murder as well as information about Russian politicians’ ties to organized crime, Nadezhda Prusenkova, a Novaya Gazeta spokeswoman, said by phone from Moscow. The newspaper will start releasing materials next month.

President Dmitry Medvedev said the documents published by WikiLeaks don’t hurt Russia’s interests and that the Russian authorities don’t care what’s being discussed in diplomatic circles.

2010-12-09 UN, international officials in support of WikiLeaks and Julian Assange

The UN High Commissioner for Human Rights, Navi Pillay, expressed concern at a press conference today over political pressure aiming to discourage provision of hosting and other services to WikiLeaks.

Ms Pillay said: "I am concerned about reports of pressure exerted on private companies including banks, credit card companies and Internet service providers to close down credit lines for donations to Wikileaks, as well as to stop hosting the website."

"This can be interpreted as at attempt to censor the publication of information, and potentially constitutes a violation of WikiLeaks' right to freedom of expression," she said, according to Le Monde.

The UN rapporteur for freedom of opinion and expression, Frank La Rue, said in an interview with ABC.net.au that he did not think the US government had grounds to charge Julian Assange or request his extradition. "If there is a responsibility by leaking information it is of, exclusively of the person that made the leak and not of the media that publish it," he said. When asked whether he agreed that Assange is "a martyr for free speech," he said "It certainly is (true)."

Mr La Rue said that "in reference to what has been published in WikiLeaks I think there is no criminal responsibility for being the medium." He noted that there are cases that have to be looked at, but "having said that just the fact that the information is embarrassing information to a government does not make it subject to be blocked or filtered or reprisals to the director/founder of the service." He added: "I have made it clear that just the fact that the information is leaked should not be the excuse to pressure any of the enterprises that are serving that information."

2010-12-03 Cablegate: Censorship and freedom in unlikely places [Update 1]

France: The French minister for industry, energy and digital economy, Eric Besson, wrote to CGIET, the body governing internet use, to ask that hosting for WikiLeaks in France be terminated, reports Libération. WikiLeaks has been partly hosted by French provider OVH since December 2nd, after Amazon cancelled its hosting service under political pressure from Sen. Lieberman's office.

Besson wrote that "The situation is unacceptable. France cannot host websites that violate diplomatic relations secrecy and endanger persons protected by diplomatic confidentiality. We cannot host sites that have been called criminal and rejected by other countries on the basis of harm to national rights." One would be tempted to ask Mr. Besson whether he is suggesting that Le Monde cannot be hosted in France either, seeing as how the paper has published exactly the same material as WikiLeaks.

OVH however did not bow to the pressure, responding in a letter that it will refer the issue of the legality of hosting WikiLeaks to a judge, and that "it was not up to the politicians or OVH to request or decide the closure of the site."

Pakistan: The Lahore High Court on Friday dismissed a petition seeking a ban on the Wikileaks website. The petition argued that "since Pakistan had good bilateral relations with a number of countries, particularly Saudi Arabia, the leakage of secret information would adversely affect these ties," reports Pakistan Dawn

High Court Justice Sheikh Azmat Saeed dismissed the petition, calling it non-maintainable. "We must bear the truth, no matter how harmful it is," Justice Saeed was quoted as saying.

Russia: While the Washington Times prominently featured an op-ed by Jeffrey T. Kuhner titled "Assassinate Assange," Pravda's legal editor David R. Hoffman argues for transparency and a free press:

"And we see many right-wing commentators demanding that Assange be hunted down, with some even calling for his murder, on the grounds that he may have endangered lives by releasing confidential government documents.

Yet, for the right-wing, this apparently was not a concern when the late columnist Robert Novak "outed" CIA agent Valerie Plame after her husband Joseph Wilson authored an OP-ED piece in The New York Times criticizing the motivations for waging war against Iraq. Even though there was evidence of involvement within the highest echelons of the Bush dictatorship, only one person, Lewis "Scooter" Libby, was indicted and convicted of "outing" Plame to Novak. And, despite the fact that this "outing" potentially endangered the lives of Plame's overseas contacts, Bush commuted Libby's thirty-month prison sentence, calling it "excessive."

Why the disparity? The answer is simple: The Plame "outing" served the interests of the military-industrial complex and helped to conceal the Bush dictatorship's lies, tortures and war crimes, while Wikileaks not only exposed such evils, but also revealed how Obama's administration, and Obama himself, are little more than "snake oil" merchants pontificating about government accountability while undermining it at every turn.[...]

And damn the right-wing outrage over the Wikileaks revelations. It is the American people who should be outraged that its government has transformed a nation with a reputation for freedom, justice, tolerance and respect for human rights into a backwater that revels in its criminality, cover-ups, injustices and hypocrisies.

So savor the Wikileaks documents while you can, because soon they'll be gone. And for the government criminals of the world, and for those who protect them, it will again be business as usual."

United States: We have already covered Amazon, Tableau and EveryDNS dropping WikiLeaks services, and at least the first two clearly linked to political pressure. It had been already reported that the State Department had prohibited its staff from accessing WikiLeaks, but now we learn that it went as far as to warn prospective student interns to "NOT post links to these documents nor make comments on social media sites such as Facebook or through Twitter."

And in an even more surprising development, Talking Points Memo reports that the Library of Congress has blocked access to the Wikileaks site on its staff computers and on the wireless network that visitors use.

If something looks wrong with this picture, it probably is.
