2011-09-06 Norwegian envoy’s meeting with US officials raises questions on peace role

Various media outlets since yesterday have reported on a secret US embassy cable showing a Norwegian third-party facilitator in the peace process between the National Democratic Front of the Philippines and the Philippine government discussing details of the peace talks with a representative of the US embassy in Manila. The cable puts to question Norway’s avowed impartiality in the peace processes it is involved in.

In the cable marked “Secret” because of the sensitivity of the conversation, Norwegian Special Envoy Vegar Brynildsen met with US embassy political officers on February 3, 2010 to discuss Norwegian efforts to facilitate peace talks between the Philippine government and the National Democratic Front of the Philippines. The cable carried a “Strictly protect” clause since Brynildsen was seriously concerned that discussion of his meeting “could call into question the discretion of the Norwegian facilitators”.

Media outlets who reported on this particular cable focused on Byrnildsen’s observations on the peace process, the NDFP, its chief political consultant Jose Ma. Sison and the Left’s participation in 2010 Philippine presidential elections. Byrnildsen commented that Sison appeared “not in control” of the movement in the Philippines, citing alleged differences between the Europe-based negotiators and the Philippine-based leadership.

The NDFP represents the revolutionary movement that has been waging a four-decade long “people’s war” against the Philippine government and US imperialism. Sison, the NDFP’s chief political consultant, was previously listed as a “terrorist” by the US and EU. In 2009, the European Court of First Instance removed Sison’s name from the EU list.

Byrnildsen said it was a “real challenge” to work as facilitator while not knowing the inner workings of the NDFP. He also said that he was not “positively impressed with the quality of Philippine government intelligence on the NDFP”.

09:00 PM According to a U.S. Embassy cable from October 2006, three bomb explosions may have been orchestrated by the Government of Ethiopia in an attempt to justify its crackdown on Oromo political activists:

"The National Intelligence and Security Service (NISS) said that the intended terror plot had failed and the bombs had mistakenly gone off while the suspects were preparing them while hiding out at an illegally built house. Two of the suspects died immediately, while another died on the way to the hospital. One other is in critical condition. The police task force reported having others in custody related to the plot and that evidence shows the terrorists had ties to Oromo groups (…)", the cable reads.

Jeb Sprague writes in an article published in the newspaper Haiti Liberté : "For a year and a half following the ouster of Haiti’s elected government on Feb. 29, 2004, UN, OAS, and U.S. officials, in conjunction with post-coup Haitian authorities, vetted the country’s police force – officer by officer – integrating paramilitaries with the goal of both strengthening the force and providing an alternative “career path” for paramilitaries."

The program has four specific goals:

1. Detect, classify, measure and track the (a) formation, development and spread of ideas and concepts (memes), and (b) purposeful or deceptive messaging and misinformation.
2. Recognize persuasion campaign structures and influence operations across social mediasites and communities.
3. Identify participants and intent, and measure effects of persuasion campaigns.
4. Counter messaging of detected adversary influence operations.

"…The Canadian Task Force was in direct contact with the US WTF, however it appears that all the contact info for the US WTF is completely redacted. This would indicate that the Canadian Government would more knowledge about the Grand Jury investigation into WikiLeaks, Wikileaks volunteers, and Julian Assange in particular. The first mention of the WTF in the files is back in November 27, 2010."

04:35 PM In a newly released cable it is reported that the Bulgarian subsidiary of Lukoil is a sponsor of the Socialist Party.

The one area where Russia's influence is likely to grow if the BSP takes power is in the economy. Most Bulgarian companies with Russian business ties are aligned with the BSP, especially in the energy sector. The Bulgarian subsidiary of LukOil -- which pays some 20 percent of all the taxes collected in Bulgaria -- is reportedly a BSP sponsor. Similarly, Risk Engineering, the leading Bulgarian firm in the nuclear power sector, is closely tied in with Russian business interests. Beyond this, there are a whole series of "Red businesses" whose owners became wealthy by stripping the assets of state-owned industries during the previous Socialist government, and who still owe a debt of gratitude to the BSP. the cable reads.

Haiti's real enemy and the true source of insecurity [was] a small nexus of drug-dealers and political insiders that control a network of dirty cops and gangs that not only were responsible for committing the kidnappings and murders, but were also frustrating the efforts of well-meaning government officials and the international community to confront them., he told U.S. Ambassador Foley in 2005.

The letter sees him praise individuals he had described as narco-traffickers and kidnappers in 2005, Dan Coughlin points out.

8:50 PM In Canada, it's easy to get on the no-fly list but much harder to be taken off. The Globe and Mail covers the story of "Ali" who appeared in a Ottawa cable released last month. The cable notes that in January 2010 Canadian police spotted "Ali" on Highway 41 and beside him was a "gawky Iranian-Canadian in his 20s." His companion was under surveillance "as the No. 1 terrorism suspect in Canada."

The article notes that once intelligence is passed "south - and they insist they must do so - they have little influence on what follows." A shared security perimeter with the US has been setup so there will likely be more incidents like this in the future.

Jean Claude "Baby Doc" Duvalier, inherited power from his father in 1971, and ruled with the support of his father's Tontons Macoutes militia until forced to flee the country to France after a popular uprising in 1986.

The cables highlight U.S. concerns that Duvalier would attempt to return to Haiti, with France receiving the most pressure, as that was where Duvalier was residing at the time (even though the French authorities coud not find him in a hotel). Neighboring Dominican Republic Foreign Minister Carlos Morales Troncoso is quoted as saying Duvalier's return to Haiti (along with Aristide) would be "unhelpful", because supporters of either side might seek revenge, "even after 20 years".
